MANILA, Philippines — Manila Water Co. Inc. and Maynilad Water Services Inc. have to explain within the week the high water bills that over 400 customers have been complaining about since June, the Metropolitan Waterworks and Sewerage Services – Regulatory Office (MWSS-RO) said in a statement issued on Wednesday.
The MWSS-RO issued a Notice to Explain to the two water concessionaires over “the alarming number of complaints escalated to the agency by their customers,” MWSS Chief Regulator Patrick Ty said.
According to Ty, the complaints centered on a surge in both companies’ pricing of water services — which should have not happened as MWSS-RO supposedly installed measures to avoid “bill shock” after billings for the months of March and April were foregone temporarily due to the COVID-19 lockdown imposed on Metro Manila.
The lockdown prompted utility firms to refrain from dispatching personnel to read consumption meters. Instead, the firm resorted estimates of the average consumption of each customer.
“As evidenced by the surge of billing complaints monitored and investigated by the agency, both Concessionaires have been ordered to explain their noncompliance,” Ty said.
Last May, the Manila Electric Co. (Meralco) found itself in hot water as consumers posted on social media photos of absurdly high electric bills — leading a group to question whether the company was taking advantage of the quarantine.
One source told INQUIRER.net that her house in Quezon City was billed for over P1,000 even if he had been staying at his mother’s place during the lockdown.
Meralco refuted some of the social media posts, saying that the photos had been altered. But it vowed to check meters properly once they could resume operations.

Self-confessed K-pop fan Liza Soberano recreated the look of Blackpink’s Jennie Kim for her latest vlog episode.
The actress showed her attempt — including her struggles — in a video released yesterday, July 25 on her YouTube channel.
Among Jennie’s looks in the music video, Soberano chose to recreate the one in the teaser poster, where Jennie had the front of her hair in blonde streaks while the rest of it was black and tied up. The makeup stood out because of the red eyeshadow that faded into her cheeks.
As Soberano did her makeup on her own, she discussed too how she got into K-pop, revealing that she first got into it when she was in sixth grade until first year high school. Some of the groups she liked were 2NE1, Super Junior and Girls Generation.
She also revealed that she stopped listening to K-pop when she moved from Pangasinan to Manila because she got busy with school and acting. Then she learned of Blackpink in 2018, thanks to a cousin, and she went into a “black hole” of K-pop.
Soberano gave tips to achieve the look, like using a lighter foundation since Kim had fairer skin, and giving a more natural look to her brows the way Kim does hers.

She said that to get the red under the eyes, makeup artist Mickey See advised her to use lipstick instead of eyeshadow. After selecting the shade she felt matched Kim’s look, she dabbed it under eyes and spread the lipstick with a brush.
As for the hair, Soberano put on a wig with the help of Andie, the sister of her boyfriend Enrique Gil. She capped off the video with a photoshoot and channeled Kim’s fierceness.
The result: a look that any Blink would be proud to achieve. JB

While the coronavirus pandemic has put the live music industry on hold, music festivals are filling the void left by the cancellation of their 2020 editions with a series of art exhibitions.
Although the 50th-anniversary edition of the Isle of Wight festival did not take place as scheduled in June, Masterpiece Art will pay tribute to the legendary British festival in the upcoming exhibition “Wight Spirit, 1968-70”.
The presentation, on view from July 27 through Sept. 5 at the London gallery, will display sculptures, films and photographs of popular icons connected to the festival’s decades-long legacy.
Among them are a selection of behind-the-scenes images by late British photographer and former BBC cameraman Charles Everest, some of which have been seen in public before.
Everest captured now-iconic musical performances by Jimi Hendrix, Miles Davis, Joni Mitchell and Jim Morrison during the third edition of Isle of Wight, which attracted an estimated 600,000 people.
British sculptor and guest curator Guy Portelli will also display his latest work “Wight Spirit”, which features the handprints of musicians who performed at the music festival from 1968 to 1970.
“The Isle of Wight Festival is Europe’s Woodstock. You could argue it has more significance, and yet it isn’t venerated in the same way,” Portelli said in a statement, adding that he hopes that the exhibition will “help redress that.”
Innovate to survive
Meanwhile, the V&A museum celebrated the heritage of Glastonbury with a seven-day online celebration, which coincided with the June weekend the festival was due to celebrate its 50th anniversary.
Nostalgic festival-goers had the opportunity to discover a collection of posters, programs, interviews, photographs, backstage passes, as well as a seven-minute soundscape created by sound designer Gareth Fry to recreate “the side of Glastonbury enjoyed by its guests but not covered by TV channels.”
At the time, the London institution also issued a callout to members of the public to provide their Glastonbury-related memories, which will feed into a bigger V&A project mapping the festival’s history.
These initiatives arrive at a time when the detrimental effects of the global coronavirus pandemic on the music industry are loudly heard.
Industry experts and analysts have projected that the live concert business could stand to lose billions in reaction to coronavirus-induced lockdowns.
Glastonbury organizers Michael and Emily Eavis recently told The Guardian that the fate of the British music festival was seriously compromised if its 2021 edition was also canceled due to coronavirus.
“We have to run next year, otherwise we would seriously go bankrupt … It has to happen for us, we have to carry on. Otherwise, it will be curtains. I don’t think we could wait another year,” Michael Eavis told the publication. RGA

Grammy Award-winning artist Billie Eilish revealed that she will be dropping a fresh track titled “my future” this Thursday, July 30.
The 18-year-old singer made the announcement on her Instagram page yesterday, July 25, while posting a photo of herself wearing a black face mask, gray hoodie and sweatpants.

The song follows her latest release “No Time to Die” last February, which serves as the theme song for the upcoming James Bond film of the same name.
Aside from being the newest voice behind a James Bond theme, the young artist made history at the Grammy Awards last January as well. Eilish became the youngest singer to win the awards for best record, best new artist, best song and album of the year. She is also the first person to sweep all four accolades in one go since Christopher Cross did the feat back in 1981.
Meanwhile, Eilish released a short film titled “NOT MY RESPONSIBILITY” last May. The production shows the singer reciting a monologue while she strips from a black hoodie down to her bra before slowly submerging herself in water. She also headed the project to speak out against body shaming.
Along with Eilish, other artists such as Taylor Swift have also been working on new music amid the COVID-19 pandemic. Swift surprised her fans by dropping a whole new album titled “folklore” last Friday, July 24. JB

Alice Dixson finally broke her silence on an urban legend that involves her, a mall and a half-snake, that has been in the rumor mill for decades.
The actress aired her side in a vlog on YouTube yesterday, July 25, where she stressed, “Nothing really happened.”
According to the myth, a “taong ahas” (snake man) lives in Robinsons Galleria and that he is the twin of Gokongwei scion Robina. Dixson was allegedly in a fitting room of Robinsons Galleria when the floor opened up and she fell into a trap with the snake creature.
The story has since had several mutations, but according to Dixson, “Nothing really happened in the way the urban legend or the myth dictates.”
“Kunwari, hindi naman ako nahulog sa trap door. Hindi naman ako tumakbo sa corridor
palabas papuntang hotel.”
(I did not fall into a trap door. I did not escape though a corridor going to a hotel.)
“Hindi din naman ako nabayaran ng 850 million [pesos], at hindi rin nangyari iyong na-cut iyong pagsasalita ko sa isang TV show when I was trying to explain myself,” she said.
(I was not paid off P850 million and I was not cut off in a TV show when I was trying to explain myself.)
“I made [a] promise to a dear friend — I said I would tell my side of the story this year at dahil [30-year] anniversary na (and because it is the 30-year anniversary already) this month, it is NOW time,” she wrote in the caption on YouTube.
Dixson confirmed that there was an instance in her younger years when she visited Robinsons Galleria. It was a movie night and she was asked to change her outfit, so she went to a restroom outside the department store on the fourth floor.
“Natatandaan ko nga may nag-uusyoso sa labas and for some reason, while I was inside the bathroom, I said, ‘Tuklaw! Tuklaw!’” she said.
(I remembered there were people watching outside and for some reason, while I was inside the bathroom, I said, “Snake bite! Snake bite!”)
“Now, I don’t really know kung bakit ko iyon ginawa. Siguro kasi, I was just being funny? I was trying to get a laugh sa mga kasamahan ko? I was being young and silly.”
(Now, I don’t really know why I did that. Maybe because I was just being funny? I was trying to get a laugh from my companions? I was being young and silly.”
“And also because iyong time na iyon, iyong kasamahan ko sa pelikulang ‘Dyesebel’ (in 1990) na si Richard Gomez, he had a movie that came out called ‘Tuklaw’, at uso iyon noon.”

“A few days later, lumabas iyong balita or gossip na kinakagat ako o kinain ako ng malaking sawa sa loob ng mall,” she recalled. “Lumabas pa ito sa headline ng tabloids and news.”
(A few days later, the news or gossip that I was bitten or eaten by a big snake inside the mall came out. This even came out in the headlines of tabloids and news.)
She said a representative from the mall reached out to her but she “dismissed it and went on with my business.”
However, her supposed run-in with the half-snake took a life of its own, such that her own Filipino-Chinese friends believed the Gokongweis had a snake offspring.
Dixson speculated that a mass communication course in one school could have spread the story.
She said the curriculum “had a particular project to disseminate information, to see how far, how convoluted, and how long information could spread. And I believe they used this story.”
The actress also surmises that her silence was a “contributing factor” in the rumor growing bigger.
She defended her choice to stay silent, saying that she would rather not comment on something false.
“I didn’t really feel the need to talk about it or defend myself. In fact, nakalimutan ko (I forgot it) until recently.”
Dixson said another theory on why the urban legend has gone on for so long is that there is supposedly truth to it. But she argued that if it were true, someone should have stepped forward about it.
She said that a few years ago, there were rumors that the snake man died in the mall. Shortly after, Robinsons Galleria reached out to her to participate in their digital ad campaign.
“Is this a coincidence?” she wondered. “Kayo na lang po ang magdecide kung anong paniniwalaan n’yo (You decide what you’ll believe).” JB

In the years since Taylor Swift released her killer pop album “1989” in 2014, the singer has amped the production of her music, adding sounds including electronica, synth pop, R&B, dubstep, dance and even trap to her songs. Not everyone was ready for the rap style of “…Ready for It?” though it worked.
But while pop star Taylor, with all the bops and beats, is enjoyable and entertaining, her new singer-songwriter album is a welcomed return. In a time of madness, “folklore” feels like a moment to escape.
Her eighth record has a calmness and coolness reminiscent of the 2008 masterpiece “Fearless” and 2010’s charming “Speak Now”, as poetic lines about life are brought to life thanks to Swift’s sharp songwriting, with the light but piercing production doing its job by lifting the lyrics.
Swift is a grand storyteller, and “folklore” explores a lot. On some songs, she’s singing about life before she moved to Nashville as a teen to embark on her musical career. On other tracks, she’s telling the stories of others — doing it so well and vividly that you can paint the picture as the tracks play.
Frequent collaborator and one of contemporary music’s best producers, Jack Antonoff, assists on most of the album, while The National’s Aaron Dessner should be saluted for his massive contributions to the project. And epic vocals from Bon Iver match well with Swift’s soft tone on “exile”.
The 16 tracks weave into each other nicely, blending to make this folk-pop-country-Americana-guitar rock-singer-songwriter album work. Whatever the genre, “folklore” is first-class. CL

HONOLULU — Investigators with the Hawaii attorney general’s office arrested a 20-year-old woman after seeing videos of her dancing in a store and dining out when she was supposed to be obeying a traveler quarantine the state mandated to protect against the spread of the coronavirus.
Anne Salamanca arrived in Honolulu on July 6 and four days later, the Hawaii Tourism Authority learned she was out in public, in violation of the 14-day quarantine, the state said in a news release Friday.
The tourism authority informed attorney general special agents, who were shown videos of her dancing and dining.
The state’s news release said Salamanca is from Birmingham, Alabama. She’s also a “social media influencer” in the Philippines who goes by Mika Salamanca and arrived from Manila, KITV reported.
The Honolulu news station reported she apologized on social media, but she claimed law enforcement came to the house where she’s staying and told her if she had a negative COVID-19 test, she could go out.
“None of my investigators would convey that information, as it is incorrect,” Hawaii Attorney General Clare Connors said. “The fact Ms. Salamanca has so many followers makes her actions that much more dangerous and concerning. The spread of misinformation can have very severe consequences during an emergency situation like we are in now.”
Salamanca was arrested and released on $2,000 bail (over P98,600). She declined KITV’s request for comment.
The Associated Press couldn’t immediately reach her Friday. It wasn’t clear if she has an attorney. CL

LOS ANGELES — Mel Gibson spent a week in a Los Angeles hospital in April after testing positive for COVID-19, his representative said Friday.
The 64-year-old actor and director has completely recovered and is doing “great” according to the rep. He also said Gibson has tested negative “numerous times” since then.
Gibson is the latest in a long string of high profile figures to go public with coronavirus diagnoses and recoveries including Tom Hanks, Rita Wilson, George Stephanopoulos and the singer Pink.
For most people, the new coronavirus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and those with existing health problems, it can cause more severe illness and even be fatal.
The U.S. has more than 4 million known cases of the coronavirus, with more than 140,000 deaths, according to data compiled by Johns Hopkins University. CL

Malaysian comedian Nigel Ng, who goes by Uncle Roger, has finally met with award-winning presenter and filmmaker, BBC Food host Hersha Patel, whose egg fried rice cooking session went viral for quite unfortunate reasons.
“Big development: uncle roger is now making a collab with egg fried rice lady @hershapatel1,” the comedian said in his retweet of Patel’s post earlier today, July 25.
“To all my new friends/haters @MrNigelNg and I have just had a lovely afternoon discussing my ‘crimes’ against rice… watch this space.. collab coming soon, give me a follow! #riceislife #uncleroger,” Patel, meanwhile, said in her tweet.

In the video, Uncle Roger revealed to fans that he just had dinner with Patel and asked netizens to stop bullying the cook.
“Hersha’s really good, she’s a great presenter, really funny, but don’t post anything mean on Instagram alright. Otherwise, Uncle Roger will come for you,” he said.
“Because whilst this guy’s blown up, like nobody’s business, I’ve been trolled!” Patel, meanwhile, stressed.
She then clarified, “Okay, I’ll just make a quick point. I was doing a job for the BBC, presenting their recipes. I know how to cook rice! And that’s all I’m saying about that.”
The two then told fans to wait for another cooking video, in which the two would collaborate for another rice-cooking session—only this time, Patel promised to show how she actually cooked proper rice.
Uncle Roger’s hilarious video reaction on how the BBC host cooks rice took the internet by storm as Asians all over the world relate to the comedian’s woes, all dying a little bit inside.
The comedian can be seen letting out his frustrations at Patel’s blunders, which include not washing the rice before cooking, using a teacup to measure her water-to-rice ratio (which actually rendered her rice soupy) and draining rice after cooking.
“Drai- what’s she doing?! Drain the ri- oh my God!” the comedian blurts out as Patel drains the wet, cooked rice through a colander. “You killing me, woman!”
Perhaps what triggered Uncle Roger the most, however, was when Patel instructed fans to wash the cooked rice by putting it under running tap water.
“What the- what the hell?! What the hell?!” the comedian yells. “Why you running water through rice?! You’re ruining the rice! First, you use colander to dry the rice and then you put water. Then why bother drying the rice.”
“Who cook rice like this? How did this woman get on BBC food?! They never asked Uncle Roger. Uncle Roger teach master class on making rice,” he jested.
Uncle Roger’s video, which was originally uploaded on his YouTube channel on July 8, now has over 2 million views on the platform while boasting around 8.7 million views on Twitter. /ra

Actress and beauty queen Lara Quigaman is one glowing mom during her “dream” maternity shoot for her third baby.
After having two sons, and another child on the way, Quigaman and her husband, actor Marco Alcaraz, said that baby No. 3 will be their last, as per their YouTube channel The Alcaraz Family last Wednesday, July 22.
“As this will be our last pregnancy (Lord willing), we wanted to celebrate it and remember it by having this [photoshoot],” the couple said.
The actors showed the behind-the-scene footages of Quigaman’s photoshoot in Concept Room Studio in Pasig City. The shoot included three gorgeous gown changes for Quigaman for three different layouts, one of which featured Quigaman and Alcaraz in a dreamy floral forest.
Quigaman finally showed some of the final products of the shoot on her Instagram account yesterday, July 24.
The actress was all smiles as she donned a gold robe while caressing her baby bump. Quigaman added that she was in her 30th week of pregnancy.
